Sovereignty is a question about who controls what. We learned at Jottacloud that nobody should take a vendor’s word for it — so here are our three answers, including the uncomfortable one.
Stav.ai AS is Norwegian and European-owned. No foreign parent, no US subsidiary, no one abroad who can be ordered to hand over your data. That’s our registration, not a promise — and it’s the reason the CLOUD Act doesn’t reach us.
We wrote the router, the policy engine and the audit log, and we run all three. The rule that stops your request leaving Europe is our code on our infrastructure. Nobody licenses it to us and nobody can switch it off.
We don’t run the GPUs. Models run on European operators we assess and grade against a published standard. We think that’s the stronger arrangement: you get the operator’s guarantee and our enforcement of it, and we grade them rather than grading ourselves.
Norway sits inside the EEA and outside the CLOUD Act. GDPR applies in full, the rule of law is predictable, and you can plan a decade around it. It’s also where the power is — around 98% of Norwegian electricity is renewable hydro, and the climate cools a datacentre for free. That’s why some of the best sovereign capacity in Europe is being built here.
