Baidu is a Beijing-based company whose ERNIE 4.5 and ERNIE-Image models are released as Apache-2.0 open weights on Hugging Face, while its newer flagship ERNIE versions and hosted services remain closed. Self-hosting the open weights avoids sending data to Baidu. Its hosted services fall under PRC data and national-security law, and it has not signed the EU GPAI Code of Practice. We found no EU AI Act statement, no training-data summary and no GDPR-grade privacy terms or transfer mechanism. Regulated EU customers should treat it as elevated risk and limit use to self-hosted open weights under a DPIA.
