Tencent is a China-headquartered group that releases open-weight models (Hunyuan, now branded Tencent Hy). Its July 2026 flagship Hy3 text model is Apache 2.0 with no territorial limit, and a third-party census reports that Tencent has published an EU-format training-data summary for it. Several other Hunyuan models (video, image, 3D, motion) still carry a custom licence that excludes the EU, UK and South Korea, so they cannot be used in the EU under their own terms. Tencent is not CLOUD Act exposed, but it is a PRC entity and remains on the US Pentagon's Chinese military companies list. It has no confirmed GPAI Code of Practice signature, and compute disclosures are not found, so systemic-risk status cannot be assessed.
