DeepSeek is a Hangzhou-based, privately held lab funded by the hedge fund High-Flyer. It publishes frontier-class models as open weights under the MIT licence, and has published AI Act-style training-data summaries. Its hosted app and API process and store data in China, with no EU entity, no public DPA and no GPAI Code of Practice signature. Italy has blocked the service, Germany has asked app stores to remove it, and a 2025 database exposure plus unresolved US export-control allegations add risk. For regulated EU use, self-hosting the open weights is a materially different risk from using DeepSeek's own endpoints.
